Department: Program Management Contract
Location: St. Inigoes, MD
Responsibilities: Design, develop, test, and maintain information management solutions in support of Navy program requirements. Apply structured programming techniques to ensure maintainability, scalability, and reliability of automated solutions. Develop and optimize data architectures, data models, schemas, and relational/non-relational data tables. Support integration of software components into existing DoN systems and architectures.
Collaborate with cross-functional teams, including systems engineers, testers, and program managers. Generate and maintain documentation, including design documents, data dictionaries, interface control documents, and technical reports. Ensure compliance with DoN cybersecurity, configuration management, and software development standards. Troubleshoot and resolve complex technical issues in support of operational systems. Participate in on-site technical meetings, demonstrations, and reviews at Webster Field (St. Inigoes, MD).
Education: Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or related technical discipline from an accredited institution as recognized by the U.S. Department of Education.
Experience: A minimum of eight (8) years of software engineering experience, preferably supporting DoN, Naval Air Systems Command (NAVAIR), NAWCAD, or related DoW activities. Demonstrated expertise in structured programming (e.g., .NET, C, C++, Java, Ada, or similar depending on environment). Experience designing and implementing data architectures, relational databases, and data tables (e.g., SQL Server, PostgreSQL, Oracle, or similar). Experience developing system-level data flows, ERDs, and interface schemas. Strong understanding of software engineering principles, version control, and lifecycle processes (e.g., Agile, Waterfall, or DoW-specific frameworks). Strong analytical, debugging, and problem-solving abilities.
Other: An Active Secret Security Clearance is required. Ability to communicate effectively with both technical and non-technical stakeholders. Ability to work independently with minimal oversight.
This position will be full time onsite at St. Inigoes, MD.
Wage Rage Information: This full-time position’s wage range is $120K - $140K (salary) depending on experience and qualifications.

Responsibilities: Assist the government in strategic analysis, planning, execution of solutions, managing scope and schedule for multiple-concurrent development projects. Support all aspects of project development and execution, developing, organizing, and monitoring of both project risks and schedules. Provide the awareness required to identify business best practices to include tools and/or Standard Operating Procedures (SOP) modifications or development based on changing requirements and review, modify or compose project and/or program documentation (i.e., reports, plans, or SOP's) to ensure accuracy and relevancy of content. Assist in the establishment and control of technical milestones, resources, short and long range plans, schedules, budgets and costs.
Education: BA/BS in a business, engineering, or technical discipline from an accredited institution as recognized by the U.S Department of Education.
Experience: Ten (10) years of professional experience in program/project management. Two (2) years of which provided experience managing business operations tasking.
Five (5) years specialized experience performing program/project management in a wide variety of project functions to include:
Utilizing MS Project
Preparing program and project plans
Developing and tracking project budgets
Documenting and tracking action items and assessing responses to ensure completion of actions
Demonstrated experience providing assessment of project execution to include cost, schedules and risk Demonstrated experience with project management planning and execution tools.
Allowable Substitution: A Project Management Institute Certification (PMI) as a Project Management Professional (PMP) may be substituted for three (3) years of work experience.
Other: Project Management Professional (PMP) Certification is preferred. An Active Secret Security Clearance is required.

Responsibilities: Support a wide range of project management, planning, and analytical functions in alignment with organizational goals and strategic direction. Assist with Integrated Budget Planning and Execution System (IBPES) subtask planning by inputting provided data and progressively developing full plans with guidance. Support the monthly Network and Activity (NWA) assignment process in accordance with tasking guidance and established plans. Assist with procurement management by gathering quotes, submitting IBPES requests, and maintaining procurement tracking tools.
Attend technical meetings and prepare detailed meeting minutes, review contractor and On Site Installation Coordinator (OSIC) trip reports for proper formatting and distribution. Support technical training management by assessing team capabilities, identifying training needs, researching training opportunities, and tracking completion. Contribute to the development, enhancement, and ongoing management of the Confluence/Jira project management environment and assist in updating project goals to ensure alignment with evolving command-level strategic plans.
Review project management tools and practices to recommend improvements, while collecting, analyzing, and interpreting information to define problems, evaluate relevant data, and develop actionable recommendations for the Government. This position requires an understanding of organizational structures, intergovernmental relationships, and internal culture, with findings communicated through written reports and oral presentations.
Education: Bachelor's degree in a business or technical field from an accredited institution as recognized by the U.S. Department of Education.
Experience: Seven (7) years of experience in engineering/science management, operations research analysis or financial/cost analysis. Three (3) years of experience in U.S. Navy programs or operations. Knowledge of various software and systems is highly beneficial but not required, including ERP, IBPES, SharePoint, Confluence/Jira, Microsoft Excel, PowerPoint, and Microsoft Project or comparable project management tools.
